MTO 2022-2010

The Ministry of Transportation in Ontario is spearheading a conventional infrastructure enhancement project centered on Highway 401 at Simcoe Road in the Durham Region. With an emphasis on grading modifications, drainage enhancements, pavement rehabilitation, and the construction of a broader bridge spanning Highway 401’s cross-section, the project aims primarily to alleviate traffic congestion and streamline both regular and commercial vehicle movement. Engtec Consulting Inc. plays a pivotal role in this initiative, taking charge of quality control and validation (QC/QVE) and executing geotechnical tasks. The project carries an estimated construction value of $48 Million.

MTO 2021-2124 – Design Build

This project serves as a preliminary phase to the forthcoming Highway 400 – Highway 404 Link (Bradford Bypass) project. Situated between Bradford West Gwillimbury 8th Line and 9th Line in the Town of Bradford West Gwillimbury, County of Simcoe, its main goal is to support the County’s initiative to expand County Road 4 according to the 2012 approved Environmental Assessment (EA) and make provision for the grade separation between this road and the Bradford Bypass.

Key Elements of the Early Works Project include the following:

  • Construction of a new Underpass Structure over the prospective Bradford Bypass route.
  • Expansion of County Road 4 from a two-lane to a four-lane structure.
  • Multi-use Path: Development of a 3.0 m wide path on County Road 4’s east side.
  • Future Interchange Provisions: Design considerations for the eventual Bradford Bypass and related ramps, ensuring minimal future reconstruction on County Road 4.

Engtec Consulting Inc. acted as the High Complexity Pavement Designer and the QC/QVE for the project works.  The estimated construction value of this project is $30 Million.

MTO 2019-2119 – Design Build

The QEW Welland, Niagara Falls is a bustling 6-lane urban freeway, with the Glendale Avenue Interchange serving as a key gateway. This interchange facilitates access to several notable landmarks, including the Town of Niagara-on-the-Lake, Outlet Collection at Niagara, White Oaks Resort and Spa, and Niagara College.

The design for improvements to the interchange underwent a rigorous planning process:

The preliminary design for the Queen Elizabeth Way and Glendale Avenue interchange enhancements adhered to guidelines for Group ‘B’ projects as per the MTO Class Environmental Assessment for Transportation Facilities (2000). The process culminated in a Transportation Environmental Study Report (TESR).

Simultaneously, the Niagara Region initiatives, including the Glendale Avenue/York Road roundabout and a new connection from Glendale Avenue to Airport Road, were executed in line with Schedule ‘C’ projects criteria under the Municipal Class Environmental Assessment (2015 amendment).

Given the close geographical relation between the QEW/Glendale Avenue interchange and the Glendale Avenue/York Road intersection, both study processes were harmonized, involving collaboration between MTO and the Niagara Region.  Key work on the project included:

  • The QEW and Glendale Avenue’s MTO Bridge Replacement featuring a Diverging Diamond Interchange (first of its kind n Ontario).
  • A roundabout at the Glendale Avenue/York Road intersection, spearheaded by the Niagara Region.
  • Niagara Region’s proposal for a new road linking Glendale Avenue to the Airport.
  • An extension for the right-turning lane on Glendale Avenue, spanning from Taylor Road to Niagara-on-the-Green Boulevard, also a Niagara Region initiative.

Engtec Consulting Inc. acted as the High complexity Pavement designer and the QC/QVE for the project works.  The estimated construction value of this project is $54 Million.

Advanced Performance Testing
Engtec Consulting Inc. owns and operates a Dynamic Loading Frame manufactured by Controls with a 30kN load capacity and -50°C to +80°C thermal chamber, that is able to undertake the following types of testing:
  • Beam Fatigue Test – AASHTO T 321 (Fatigue Life of Compacted Asphalt Mixtures Subjected to Repeated Flexural Bending);
  • Disc-Shape Compact Tension (DCT) – ASTM D7313 (Fracture Energy of Asphalt Mixtures Using Disc Shape Compact Tension);
  • Semicircular Bend Geometry (SCB) – AASHTO TP 105 (Fracture Energy of Asphalt Mixtures Using the Semicircular Bend Geometry);
  • Flexibility Index Test (FIT) – AASHTO TP 124 (Fracture Potential of Asphalt Mixtures Using the Flexibility Index Test and Semicircular Bend Test – SCB);
  • Indirect Tensile Test – AASHTO T 322 (Creep Compliance and Strength of Hot Mix Asphalt Using Indirect Tensile Test);
  • Indirect Tensile Test – ASTM D7369 (Resilient Modulus of Bituminous Mixtures by Indirect Tensile Test);
  • Dynamic Modulus, Flow Number and Flow Time – AASHTO T 378;
  • Cyclic Fatigue Test– AASHTO TP 107 (Damage Characteristic Curve and Failure Criterion Using the Asphalt Mixture Performance Tester (AMPT);
  • Thermal Stress Restrained Specimens Tensile Strength (TSRST) Test – AASHTO TP 10;
  • Interlayer Shear Strength (ISS) Test – AASHTO TP 114 – (Texas Overlay Test); and
  • General Stress – Strain Testing.
In addition, Engtec owns and operates a state-of-the-art Hamburg Rut Wheel Tester (HRWT) that complies with AASHTO T 324 manufactured by Controls. The state-of-the-art equipment that Engtec operates has been used on the following projects to assess the performance of the hot-mix asphalt mixes:

The Highway 407 East Phase 2 project will extend Highway 407 about 22 km from Harmony Road in Oshawa to Highway 35/115 in Clarington. It will connect Highways 401 and 407 East with a 10-kilometre Highway 418 that will serve as a north-south freeway. The project will include eight new interchanges and three freeway-to-freeway connections (Highway 407 East and Highway 401 from Highway 418 and Highway 35/115). The project is in Durham Region, Ontario and will be constructed on a design, build, finance and maintain strategy. The total construction value of the project is $1.2 billion. The Highway 407 East Phase 2 will be a toll road and owned by the Ontario government. By late 2017, a portion of Highway 407 East Phase 2, from Harmony Road to Taunton/Highway 418 will be completed and the remaining portion was substantially completed in late 2019

Engtec Consulting Inc. has been retained on this project to develop the pavement structural designs by the successful consortium in accordance with current Ontario and Industry standards.

Highway-427-2
The Highway 427 Expansion project is a $450 million construction project funded by Infrastructure Ontario that includes the design and construction of the following:
  • A new 6.6 km extension from Highway 7 to Major Mackenzie Drive including the following:
  • Eight (8) lanes from Highway 7 to Rutherford Road;
  • Six (6) lanes from Rutherford Road to Major Mackenzie Drive;
  • Three (3) new interchanges (Langstaff Road, Rutherford Road and Major Mackenzie Drive);
  • New median managed lanes.

A 4.0 km Road widening from Finch Avenue to Highway 7 including the following

  • From six (6) to eight (8) lanes between Finch Avenue to south of Steeles Avenue;
  • From four (4) to eight (8) lanes, from south of Steeles Avenue to Highway 7;
  • New median managed lanes.

The contract includes a 30-year period, starting with the opening of the highway, during which Design Builder (Link427 cjv) will be responsible for the ongoing maintenance of the highway.

Engtec Consulting Inc. is providing Quality Verification Engineering (QVE) and Quality Control (QC) services on this project that includes installation preparing subgrade, installing granualr, storm line installation and backfill, hit-mix asphalt paving and central median tall wall installation.

Highway 427-1
West Corridor Constructors, selected by Infrastructure Ontario (IO) and the Ministry of Transportation Ontario (MTO) to design, build and finance the project, is a consortium comprised of Aecon (50%), Parsons (30%) and Amico (20%). A key commuter and economic corridor, the Highway 401 expansion project includes an 18-kilometre reconstruction and widening of the Highway 401 in the western part of the GTA, from the Credit River in Mississauga to Regional Road 25 in Milton. The $639.8 million highway expansion project is scheduled to break ground with the widening of the existing six-lane configuration as follows:
  • 2 lane core-collector system from the Credit River to Winston Churchill Boulevard;
  • 10 lanes from Winston Churchill Boulevard to Highway 407 ETR/ Highway 401 interchange;
  • 12 lane core-collector system from Highway 407 ETR/ Highway 401 interchange to east of the James Snow Parkway;
  • 10 lanes from the James Snow Parkway to west of Regional Road 25;
  • Median High Occupancy Vehicle (HOV) lanes; and
  • Support facilities and features including drainage, lighting, signage, Advanced Traffic Management System, carpool lots.
Engtec Consulting Inc. is the Pavement Design consultant for the Project working directly for the consortium. The expected completion of the construction activities on this project are planned for 2022.
