SALMAN BHUTTA, PH.D., P.ENG.
Dr. Bhutta is the Principal Engineer and the founding member of Engtec Consulting Inc. In his current capacity with Engtec, Dr. Bhutta assists contractors, producers and owners in implementing new technologies and processes in their day to day activities. Dr. Bhutta is heavily involved in the areas of cold-in-place recycling, expanded asphalt, forensic engineering, and high performance hot mix asphalt design and testing. Dr. Bhutta has extensive experience in development of a wide variety of new material processes including hot mix asphalt, waterproofing membranes, polymer modified asphalt and sealants and the implementation of their applications in the field. Dr. Bhutta is a recognized expert in the field of forensic engineering as it related to pavement and materials engineering. Dr. Bhutta also has extensive experience in Heavy Weight Deflectometer testing and analysis, pavement design using mechanistic and empirical pavement design procedures, use of Inertial Profilograph to control smoothness and large scale multidisciplinary contract administration services. Dr. Bhutta has authored more than 25 technical papers and over 200 technical reports and presentations in the area of earth and environmental engineering. Dr. Bhutta is a contributing member of the Canadian Technical Asphalt Association (CTAA) and Asphalt Road Recycling Association (ARRA).
FARID KHAN, M.SC., P.ENG.
Farid Khan is an Associate and a founding member at Engtec Consulting Inc. Mr. Khan has more than 25 years of professional experience in the field of civil engineering. He has gained a wide range of experience in all aspects of pavements, geotechnical and materials engineering project management and administration. His areas of expertise include geotechnical investigations for design and construction of foundations for buildings, pavements, earth retaining structures and municipal services. As an Associate, he has carried out and managed various projects involving geotechnical and material engineering aspects of residential, commercial and industrial developments, pavement evaluation/rehabilitation, pavement analysis and design, pavement materials characterization, pavement distress survey, preparation of contract documents and specifications, quantity calculations, bid evaluation, supervision and quality control of ongoing projects while working with various consultants. He has also experience in design, review, inspection and supervision of infrastructure development projects such as roads, sewerage, water supply, drainage and buildings. Mr. Khan has considerable experience in the design and construction of several major trunk sewers, drainage projects and sewage treatment plants overseas.

ANDREW PAHALAN, C.TECH.
Andrew is the Laboratory Manager at Engtec Consulting Inc. He has been involved in the Asphalt Paving Industry (Quality control, mix designs, asphalt paving and plant operations) for 20+ years. Specializes in the general management of Asphalt and Aggregate operations. In his current capacity with Engtec, Andrew assists contractors, producers and owners in implementing modern technologies that are efficient and cost effective. Andrew is also heavily involved in the areas of high-performance hot mix asphalt design and testing. Andrew has previously worked as Production/Quality Control Manager for several major contractor in Ontario in the past 20 years. His primarily responsibility in that position included developing and monitoring the quality performance of hot mix mixes in various market segments including Provincial (MTO), Municipal, Residential and ICI(Industrial/Commercial/Institutional). Andrew was responsible for the day to day HMA production, geotechnical and materials testing aspects of the works pertinent to fourteen (14) asphalt plants in Ontario with approximately +1.5M M.T. of production per year. Andrew also managed five (5) Mobile and fixed CCIL Certified laboratories in Ontario.
MOHAMMED EL-REFAI, C.TECH.
Mohammed is the manager of Field Services with Engtec consulting Inc. with over 25 years of experience dealing with the construction industry in Ontario. In his present role, all the field staff at Engtec reports to Mohammed, where he assists them in materials testing and coordination between the management and the laboratory services in order to deliver all the projects on-time and within budget. Mr. Refai is recognized as an expert in the field of geotechnical sampling, testing and forensic investigation of materials pertinent to all types of construction activities in the industry.
MICHAEL DOHERTY, P.ENG
Michael is a Senior Manager at Engtec Consulting Inc. He has more than 22 years of professional experience in the Ontario road building industry and the field of civil engineering. His areas of expertise include construction management, scheduling, claims negotiation, forensic contract analysis and quality control/assurance. Michael has effectively managed construction projects and operations for various public and private sector entities over the past two decades. In his current capacity with Engtec, Michael is spearheading the construction/project administration and management portion of the business model as well as assisting contractors, producers and municipalities alike with experience driven construction advice. He recognizes that despite the changes in materials, equipment and the structure of the industry, it is still people that build roads and it is still people that build companies.
